The 2nd ASEAN Forum on Migrant labour refered to the TF-AMW civil society’s proposal on the ASEAN Framework Instrument for the protection and promotion of the rights of migrant workers. The Forum held on 30-31 July 2009 by the Thai Ministry of labour and ASEAN Secretariat recommended the inclusion of all migrant workers and their families in the coverage of the ASEAN Framework Instruments being drafted by the ACMW. Vietnam has been sending workers abroad since 1980. From 10,000 migrant workers in 15 countries and territories in 1995, the number of labourers has increased to 500,000 in 40 countries and territories at present.
