The 21st ASEAN Labour Ministerial Meeting (ALMM) was convened in Ha Noi, Viet Nam, on 24 May 2010. On the development of an ASEAN instrument on the protection and promotion of the rights of migrant workers as mandated by the Leaders, the Ministers agreed to SLOM’s decision that the Instrument Drafting Team should continue its works using innovative approaches to reach consensus, for example by focusing on common ground. TF AMW submission to the ACMW on the Drafting of the ASEAN Instrument on the protection and promotion of the rights of migrant workers. The meeting was held on 1st April 2009 in Bangkok, Thailand. The TF-AMW plans to finalize the Civil Society Framework Instrument by May 1, 2009, and will be requesting the opportunity to present this Framework Instrument at the meeting of the ASEAN SLOM in Vientiane. A new deal for migrant workers in South East Asia is being pressed on ASEAN states. The task force recommends compliance provisions and contact with focal points in each state’s Ministry of Labour. Action against discrimination is
urged along with action against brokers, agents and employers who hold migrant workers’ passports.

On 28 March 2007, the Task Force convened a regional consultation in Kuala Lumpur, Malaysia to discuss the ASEAN Declaration on the protection and promotion of the rights of migrant workers in the ASEAN region.
