The ASEAN Secretariat and the International Labour Office signed a Cooperation Agreement on 20 March 2007. The Agreement will serve as a platform to strengthen the collaboration and partnership between the two organisations through the exchange of information, research studies as well as participation at working-level meetings. Common interest areas include social security and labour migration.

All ASEAN member countries signed the declaration, that calls for the protection of millions of migrant workers in the region. ASEAN governments declare to ensure decent working conditions, protection from all forms of abuse and a guaranteed wage to migrant workers from the region. The Vientiane Action Programme (VAP), under the goal of promoting human rights, includes a programme area dedicated to the “elaboration of an instrument for the protection and promotion of the rights of migrant workers”.
